Cllr Richard Stokes refuses to hold Cllr Patrick Shine responsible for his outrageous "Siege Heil" shout and arm-raised Nazi salute in the Slough Town Hall chamber during a council meeting on 11 December 2007 open to the public.

The refusal by the Leader of Slough Council, Cllr Richard Stokes, to condemn the Nazi-like behaviour of his junior colleague Cllr Patrick Shine's blights the reputation of the whole of Slough.

Why should inexcusable and unacceptably outrageous behaviour be tolerated by Cllr Stokes for what appears to be political expediency - that of holding his ramshackle group of Conservatives, Lib-Dems, Liberals, IBR and Wexham councillors together so he, 86 year old Cllr Richard Stanley Stokes, can cling-on to power at the Town Hall amid increasing public dissatisfaction with his leadership and the general performance of an aimless and virtually leaderless unitary local authority staggering from crisis to crisis.

The severest criticisms made by Cllr Stokes about Cllr Pat Shine actions were:

"misbehaviour"

"Councillor Shine's action was very ill-judged"

Cllr Stokes appears most reluctant to blame Cllr Pat Shine for shouting-out a Nazi greeting whilst simultaneously making a Nazi salute. Cllr Stokes asserts

"it is also important not to make Councillor Shine the scapegoat"

for Cllr Shine's own disgraceful behaviour.

Cllr Stokes admits, when speaking about his Conservative-Lib Dem-Liberal-IBR-Wexham group of councillors

"there is I am afraid always the risk of inappropriate and unacceptable reactions by individuals".

Cllr Stokes confirms

"I repeatedly emphasise to all Administration Councillors ... the importance of proper behaviour."

but is seems Cllr Stokes "repeated" calls to the Conservative-Lib Dem-Liberal-IBR-Wexham group of councillors to behave properly at council meetings has fallen on deaf ears much to the sheer disgust of local residents.
