Bearing in mind some disabled residents live alone and want to have a self-sufficient independent life as normal as possible why are you persisting in ignoring their rights enshrined by Human Rights Article 8 and The Disability Discrimination Act and what are your immediate proposals to apologise to these residents and to rectify the Council's grave uncaring unwillingness to act in a reasonable and decent manner mindful of the genuine needs of these already disadvantaged Slough citizens?
Colnbrook is an ancient village - the first coaching stop between London and Bath - with a narrow main street and many listed buildings fronting straight onto the pavement either side. It has a protected Conservation Area that includes street scene features such as granite sets and gutters that constrain change.
As such, Colnbrook High Street has some design features that do not meet modern expectations. You have made some suggestions to officers for narrowing the carrigaeway to improve substandard footway widths which are feasible but particularly costly for the reasons I have just indicated. Any new development along Colnbrook High Street is required to meet the National Disability Forum recommendations and, in addition, we can and have, dealt with individual problem locations on an ad hoc basis where there is an issue of public safety. The Highways Department does have plans for a more systematic widening of problem footways in Colnbrook High Street in future years but to implement these we have to wait for substantial capital funds becoming available to fund them. In-the-meantime, our efforts in Colnbrook are currently concentrated on trying to reduce HGV traffic along this Access Only road where the restriction relies on police enforcement; anything we can do to improve this situation will certainly improve access for all.
