The agenda for the Cabinet states that pages 104-112 are 'intentionally omitted'. The agenda for the Cabinet was page numbered through before all final reports were received as time was tight. Once the final reports were received the agenda could not be re-page numbered and meet the print deadlines so, to avoid any confusion, a note to say that a certain number of pages were not there was included.
