I do not believe that any constitution can prevent officers or members of an organisation acting with impunity if they are determined to do so. I am not aware of any evidence which indicates that officers of Slough Borough Council have acted improperly or with impunity, but if any such evidence is provided I will ensure that the matter is investigated promptly and thoroughly.
