Please provide a list of all the planning officials who have delegated authority and state the basis of that delegated authority.

The following officers have delegated authority to take Planning decisions:

Head of Planning and Strategic Policy

Head of Development Control

Head of Planning Policy and Projects.

The first listed has delegated authority from the Constitution and the other two have the authority by means of sub-delegation as authorised in the constitution.
