What is the point in the public complaining to the Council because when they complain their complaints are often investigated and decided by the very people whose actions the public are complaining about?

Complaints submitted under the corporate complaints procedure are not dealt with by the person about whom the complaint is made. They are initially investigated by the person's line manager and if the complainant is still not satisfied they then proceed through the complaints procedure to the Chief Executive.
