The procurement of Unisys was in full compliance with European and British law and fully compliant with the Council's Standing Orders and Financial Regulation. An independent advisor was involved in the process. All business cases presented by Unisys are fully evaluated against clear criteria which are provided for in the Contract. Independent evaluation will be sought as appropriate to the scale and nature of the business case. To employ another organisation to undertake the tendering as suggested in the question will be a duplication of effort and therefore inefficient and costly.
