Do you think it is wise that a company which created the document (the Council's E-Government Full Business Case) which justified creating a new service centre should be involved in any part of the tendering process for its own proposals?

I am not sure what Cllr Shine means. Unisys has been through a thorough procurement process to become our Strategic Partner. As part of this process they were market tested for the consultancy services they provide. They are our principal contractor in terms of the provision of hardware and software and some other services. They have to procure the providers but the council is involved in the procurement. In the case of the Service Centre one of the main systems that will be required is a Customer Relationship Management system. This process has been taken to a final shortlist of three, none of which are Unisys itself. No final decision can be made until the Service Centre is fully approved.
